Singapore, ICAO Renew Partnership To Augment Aviation Training

10th April, 2019: Singapore and the International Civil Aviation Organization (ICAO) have renewed their partnership to develop human capital for the global aviation sector.


The new Memorandum of Understanding (MOU) was signed by Khaw Boon Wan, Coordinating Minister for Infrastructure and Minister for Transport, and Olumuyiwa Benard Aliu, President of the Council of the ICAO at the World Civil Aviation Chief Executives Forum 2019. The MOU will expand and extend the Singapore-ICAO Developing Countries Training Programme (DCTP) for another three years from 2019 to 2022.


According to the agreement, Singapore will contribute US$2.1 million (or about S$2.9 million) in the coming three years for 330 fellowships and 10 scholarships as part of Singapore's commitment towards human capital development in international aviation. The number of fellowships has gone up to 300 under the last MOU, and serves to help meet the demand from developing countries for more training places. The DCTP will continue to be sponsored by both Singapore Ministry of Foreign Affairs and the Civil Aviation Authority of Singapore (CAAS).


The DCTP will provide fellowships and scholarships which will be administered by ICAO for participants from developing ICAO Member States to attend specialised aviation programmes at the Singapore Aviation Academy (SAA), the training arm of the CAAS.


The soaring demand for civil aviation and the consequent fleet expansion speed are far higher than the growth rate of the number of domestic captains,  Under the background, the 5th Annual Civil Aviation Training Forum 2019 will be hold on September 25th-26th, 2019 in Sanya, China . The subject is "Pioneering and Innovative, Leading New Revolution of Aviation training" aims to introduce advance ideas and methods, share successful experiences, combine with that situation of the aviation division itself, to open up more efficient and more active training mechanism. The conference will focus on topics such as UPRT, Foreign Pilots Import, PADB, SOQA, Gateway Select Program,JUST Culture and new aircraft training.
